2005 KESC First-Responder of the Year

OWENSBOROMs. Shelby Horn, Director of Jessamine County Enhanced 9-1-1 was the recipient of the Hal Roger's First Responder Award presented at the 2005 Ky Emergency Services Conference in Owensboro on September 7, 2005.

The award was presented by the Ky Emergency Management Association, Ky Emergency Number Association and Ky Association of Public Communications Association.   KEMA President Tom Armstrong who chaired the conference presented the award to Ms. Horn.

Ms. Horn was chosen because of her dedication to the 9-1-1 industry and all first responders in Kentucky.   "Ms. Horn is a source and wealth of information to all first responders when it comes to 9-1-1 in this Commonwealth" stated KENA President Wendell Hatfield.   "Shelby is well versed and folks look to her with advice, especially the smaller agencies." Hatfield said.   Tom Armstrong said, " I couldn't think of anyone more deserving than Shelby and she is a wonderful lady."

Shelby Horn is a valuable asset to Jessamine County and a perfect example of a public servant.   Horn resides in Nicholasville and has been employed with the Jessamine County Fiscal Court since January 2002.   Horn is a past president of KENA and past vice chair of the CMRS board.
