No truth to latest KBEMS rumors By
JOHN HULTGREN LOUISVILLE The governor's office has yet to announce appointments to the new Kentucky Board of Emergency Medical Services, and the delay is giving folks ample time to speculate and circulate rumors throughout the EMS community. There are probably only a few of us who have not already seen "The List" of appointments that has been passed around for the past two weeks. But, there are at least two lists, and they are quite different. And the latest rumor to circulate is that the Board will not be allowed to pick their own executive director. The rumor says "the state" will pick the director for the board. Rest assured -- the law says that the Board will indeed pick their own director. "That's what the law says," said Robert Calhoun, EMS Branch Manager. "Of course, state agencies must normally get the 'OK' from the governor's office before any non-merit appointments are made in policy level positions," Calhoun explained. The Kentucky Board of Emergency Medical Services was authorized by House Bill 405 last April. The timetable for establishing the new board is:
Sept. 1 was the earliest that the board could be established, and most people expected the governor to make the appointments on that day. Why is there a delay? No one seems to know for a fact, but the rumor is that the appointments were determined and the final list was shown to the legislative sponsors of HB 405 to make sure that none of the sponsors had any problems with any of the appointments. But that just brings us back to rumors. The only thing we know for a fact is that the board will be created, because that's what the law says. And the best we can do is sit back and wait for the announcement.
