KBEMS Report

KBEMS Executive Director Bob Hammonds gave a status report on KBEMS. Current licenses-

First Responders-       920
EMT- Basic-            9559
Paramedic-               2628

Also there is now a general email address that can be used to reach all Administrative Staff at KBEMS, The address is KBEMS@kctcs.edu

 

Workman’s
Compensation Board

Jim Duke reported on the status of the EMS reimbursement rates with Worker’s comp. The Worker’s Comp board will meet in March to meet with the actuary to set 2010 – 2011 rates. KAPA intends to have a delegation at this meeting and the Chairman is aware we are attending.

 

Conference Report

Conference Chair Joe Bradshaw reported on the Conference. Student evaluations overall have been positive and improved from recent years, especially in the areas of facilities and lodging. Financially the conference has come very close to breaking even this year. Joe Bradshaw stated that with the move and missing a conference year, this was a very good outcome and future conferences should continue to grow.

Motion by Joe Prewitt to sign a contract with the Lexington Convention center for the 2011 conference, Second by Jamey Locke

Legislative Report

Vice President Joe Prewitt discussed several Legislative issues. The Legislative Committee met 11-12-09.

Medicare- The extension of  the 2% and 3 % Medicare Ambulance relief is due to end 12/31/09. The Health Care reform bill, specifically HR 3962 extends this increase through 2011. The bill has passed the House and is now in the Senate. Everyone is encouraged to contact his or her Senator in regard to this. 

2010 State legislative Session- The Legislative Committee has recommended that all efforts in the 2010 session be directed toward a Line-of-Duty Death benefit bill covering all EMS personnel working for a Kentucky Licensed EMS service. 

Motion by Joe Prewitt to change the 2010 Legislative session to the 2010 Provider reception to be hosted at the Frankfort Capitol Plaza Hotel followed by a march on the Capitol the following day in support of the LODD Bill. Second by Duane Lee

Restructuring of KAPA, Long-Term visions of the Association

President Elect Jamey Locke opened discussion on the long-term goals and objectives of KAPA. Also discussed was ways to get more members and involve the current membership more in Association projects. 

A committee was formed to explore professional help in organization, marketing and legislative issues. This committee is made up of Jim Duke- Chairman, Randy Fathbruckner, Duane Lee, Mike Phillips and Troy Walker. This committee has been tasked with reporting back at the next KAPA meeting.
