No financial report given, Mark Harrison reported that all conference bills have been paid with very few exceptions.

Provided by Joe Bradshaw. Joe recognized John Hultgren, Eva Pruitt and Mark Harrison for their hard work during the 2006 conference season.

Sherman brought forth 4 items to the board;

1) Legislative Reception, requested a motion that we have a reception in February. Motion by      Sherman

Second by Mark Bailey.  John Requested a concise list of points to discuss with their Legislators. 

2)  Motion made by Sherman that concerns about Federal Ambulance standards be made a part of the upcoming Washington trip. Second by Duane   Lee. 

3)  Motion made by Duane Lee that KAPA request:

      To KBEMS that they consider a resolution to

   have the GSA re-visit their KKK standards.

      Second by Jim Duke. 

4)   Sherman made a motion to open discussion in

      regard to a Medicaid provider tax. Second by

      Joe Bradshaw. Sherman discussed how a provider tax would work and possible benefits to EMS Medicaid providers. Also that if this issue is explored further, that KAPA have a seat on the committee or at any hearings.

KY State Trauma System

Duane Lee requested that KAPA work toward taking a position on the State Trauma plan. Duane advised that he does attend those meetings. 

 

AFG Grants

Mark Harrison discussed the status on AFG

( Assistance to Firefighter Grants) grants as they are effecting EMS providers in the state. Todd and Bullitt Counties have received funding. Mark stated that this issue would be discussed at Washington this spring due to the low percentage of grants going to KY EMS providers. 

 

Air-Medical

Joe Bradshaw discussed some issues that were going to be discussed at the next KBEMS Air-Medical subcommittee meeting. The FAA will be issuing an advisory that any entities requesting an Air-Medical mission would state during that request as to whether they had been denied service by any other provider for that mission. 

 

 

EMS Management Training

Sherman announced that J. Fitch and Associates is looking into doing mid-level management training for EMS personnel throughout the nation. They are interested in doing a class in northern Kentucky. Fitch and Associates is asking for KAPA to sponsor the class by guaranteeing  that a certain number of spots were filled. Motion by Duane Lee that we sponsor subject to all KAPA members had opportunities to register employees. Second by Joe Bradshaw adding that each KAPA member be allowed 3 slots and our maximum financial commitment from KAPA not exceed $4000.00.

CASS Accreditation and KBEMS inspections

Josh put forth for the board’s consideration that any CASS accredited service could forgo the annual state inspection. This issue was tabled for consideration.
