Call to Order

President Joe Bradshaw was not able to attend.  He was attending a meeting of the National Ambulance Coalition in New Orleans.  Mark Harrison called the Meeting to order.

Grant Presentation

Tim Brockmeyer with Bound Tree Medical made a presentation regarding a new grant writing program offered to assist EMS agencies obtain funding.  For more information, contact Tim or go to their web site at www.boundtreegrants.com

Insurance Presentation

The Pomeran Group made a presentation regarding liability insurance proposals and consolidation opportunities.  Literature was distributed to the group.

Minutes Approval

Motion by Sherman Hockenbury and second by John Blumenstock to accept the minutes of the previous meeting.

Motion passed

Treasurer's Report

Jamey Locke presented the Treasurer's report including a detailed report of revenue and expenses.  Total expenses for the EMS Conference were $44,247.71.  The current cash balance is $50,803.43.  Sherman Hockenbury made a motion to accept with a second by John Blumenstock.

Old Business:

Medicaid

 

UMWA

Pending Litigation:  KAPA is considering obtaining legal counsel regarding Medicaid UMWA.  Mike Swift and Sherman Hockenbury are to meet with counsel and develop a strategy for moving forward.

It was suggested by the legislative committee that KAPA seeks to have legislation introduced with the following language: "Medicaid to reimburse ambulance services at rates equal to the Medicare Fee Schedule".

Assessment for Services

Discussion continued about KAPA having adequate funds for active involvement in a variety of areas in which the membership feels is important.  Mark Harrison noted that things like the annual legislative reception, the need to send representatives to Washington, D.C., Medicaid/UMWA, membership in the National Ambulance Coalition (NAC), and others is not cheap.  Although these are worthy initiative and are beneficial for all of the providers, it requires an ongoing source of revenue.  Following an intense exchange of information, a motion was made by Sherman Hockenbury and second by John Blumenstock that an assessment of $500 per member be requested.

Membership Dues

The need to re-evaluate membership dues has been discussed for some time.  Dues have not been increased many years.  The dues structure was changed to reflect the following:  The dues were changed from $100 per service to $50 per licensed ambulance with a maximum of $750 per agency.  Affiliate members were changed to $100 and volunteer members were changed to  $25.  All rates to be effective January 2005.  Motion by Mark Harrison and second by Jamey Locke.

Motion passed with one no vote.

Conference Report

Conference went very well with a 30% increase in attendance.  The group pass is working well.  Plans are currently being made for the 2005 conference.

Legislative Committee Report

John Blumenstock discussed the planed trip to Washington in March 2005.  The topics will be GAO, Homeland Security and the Federal EMS Office.

 

Sherman Hockenbury will serve as Chairman of the Legislative Committee.  He gave a brief update of some of the issues his committee will be working on for the upcoming session.  The following agendas were adopted:  License Plate initiative, Assault in the 3rd degree and the Reception for the Legislature.

NAC

It was noted that Joe Bradshaw was in New Orleans attending a NAC workshop.  John Blumenstock made a motion that KAPA reimburse to Joe, all reasonable expenses and second by Mark Harrison.

KBEMS Update

Brian Bishop gave an update an a variety of issues; data collection, FY 04-05 block grant, AED project, December recertification/relicensure of EMT's and paramedics.
