Call to Order

The quarterly board meeting was held at Somerset-Pulaski County Fire & EMS.  President Swift called the meeting to order at 1:00 pm CST.  No action was taken at the last board meeting in Glasgow, KY due to lack of a quorum.

 

Donation to KAEMT

Motion by Brian Lindell and second by Billy Miller to donate $800.00 to KAEMT to help with the 2003 EMS Olympics.

Treasures Report

Billy Miller reviewed his report and provided copies for the board.  Total cash balance in all KAPA accounts is $37,597.29.  Motion to accept by Joe Bradshaw and second by Jim Butler.

Conference Report

Joe Bradshaw offered a brief overview of the conference schedule.  The golf scramble will begin on Monday; the elected officials/management seminar will be held on Tuesday and the actual conference classes will begin on Wednesday morning.  Randy Mantooth (Johnny Gage) has confirmed and will be the keynote speaker at the EMS banquet on Friday night.

Legislative Committee Report

Mike Swift reported that HB 469 needs a few fixes and asked that proposed language and specific issues are ready for review at the September board meeting.  It was noted that existing regulations are not consistent with HB 469 and the new regulations probably will not be effective until November.  Currently, there are NO provisions, which allow re-entry for EMT's if their certification/license has expired even by one day.

 

Homeland Security: A big concern to the board is that money for preparedness is going to Police, Fire, and Emergency Management.  Stand-alone EMS agencies are receiving nothing and are seldom mentioned. 

 

CMS Update

Mike Swift commented that the OIG would be looking at HIPPA compliance for ambulance services.  The best practice is to have a written compliance plan and to follow it.  The effective date for security compliance is October.

 

Medicaid: Effective July 1st, no vouchers are required for non-emergency transports.  Vouchers for transports prior to July 1st will be honored for one year.

 

Fee Schedule: It was noted that some ambulance providers are having problems with claims covered by United Health Care.  It appears that the claims are being incorrectly reduced.  Under state law, ambulance bills are exempt from the Governors fee schedule.
